Overview of the Ontario Immigrant Nominee Program (OINP)
The Ontario Immigrant Nominee Program (OINP) is Ontario’s Provincial Nominee Program, designed to attract skilled workers, international students, and business people who can contribute to Ontario’s growing economy. Launched in 2007, the OINP aims to address skill shortages, support economic growth, and help newcomers settle successfully in Ontario.
The OINP operates in partnership with Immigration, Refugees and Citizenship Canada (IRCC). It is a two-step process: candidates first apply for provincial nomination, and if successful, they can apply for permanent residence through the federal government.
Ontario Immigration Streams
Ontario offers a variety of pathways for immigration under three main categories:
- Express Entry Streams
- Masters and PhD Graduate Streams
- Employer Job Offer Streams
Each stream targets different types of candidates, from highly skilled workers to recent graduates and those with job offers from Ontario employers.
Express Entry Streams
The Express Entry Streams are designed for skilled workers already in the federal Express Entry pool. Candidates can qualify under three sub-categories:
1. Human Capital Priorities Stream
No job offer required.Requires at least one year of full-time paid work experience in a National Occupational Classification (NOC) 0, A, or B job.Must meet language requirements (CLB 7 or higher).
2. French-Speaking Skilled Worker Stream
No job offer required.Candidates must be proficient in both French and English.Similar work experience and education requirements as the Human Capital Priorities Stream.
Masters and PhD Graduate Streams
These streams are for international graduates from Ontario universities:
1. Masters Graduate Stream
- No job offer required.
- Must have completed a master’s degree in Ontario and intend to live in the province.
2. PhD Graduate Stream
Must have completed at least two years of a PhD program in Ontario.
No job offer required.
- Express Entry Labour Market Stream
- Skilled Workers with Employer Support Stream
- Business Immigration Stream
3. Skilled Trades Stream
No job offer required.Targets candidates with work experience in eligible skilled trades, such as construction and maintenance.Must meet language requirements (CLB 5 or higher).
Employer Job Offer Streams
These streams require candidates to have a job offer from an Ontario employer:
1. Foreign Worker Stream
- Job offer must be in a NOC 0, A, or B occupation.
- Candidate must have at least two years of relevant work experience.
2. In-Demand Skills Stream
- Targets occupations in demand, such as truck drivers, nurse aides, and food service workers.
3. International Student Stream
Open to recent graduates with a job offer in Ontario.
How to Apply for the OINP
Register an Expression of Interest (EOI) on the OINP e-Filing Portal.If selected, you’ll receive a Notification of Interest (NOI) or an Invitation to Apply (ITA).Submit a complete application within 14 days.
Successful applicants will receive a provincial nomination, adding 600 points to their Comprehensive Ranking System (CRS) score in Express Entry, which guarantees an ITA for permanent residence.
